Professional Biography Dr. Raab is an accomplished mediator, facilitator, trainer, and dispute system designer. He has extensive substantive expertise in energy and environmental issues, particularly those related to the utility industry.  He specializes in complex, multi-party cases often focused on the formation of public policy.  Dr. Raab brings a multi-disciplinary approach to his work, with a Ph.D from MIT in Energy/Environmental Policy and Resource Economics, and an M.S. from Stanford in Infrastructure Planning and Management.  He is a reflective practitioner who enjoys teaching (MIT, Stanford, University of Oregon, and UMass Boston), training, and writing.  He has also pioneered the application of technology and the internet to public dispute resolution in each of Raab Associate's multi-party processes. In 1994 he published a seminal book, Using Consensus Building to Improve Utility Regulation.  He has worked for many state and federal energy and environmental agencies.
