Professional Biography Twenty years experience in sensitive environmental programs.  Experience includes public and institutional issues related to public policy alternatives, planning issues, site selection and characterization, selection of technical alternatives, licensing and permitting, and environmental assessments.  Skilled in regulatory interpretation and integrating institutional, political, and public values and concerns into technical programs.  Serve as neutral, third-party facilitator and mediator in range of complex and multi-interest cases, including convening of parties, facilitation of operating agreements and groundrules, identification and mediation of issues, and negotiation of consensus outcomes.  Key cases over past ten years include rulemaking for cleanup of contaminated sites and facilities, breaking of regional impasse on expansion of major urban transportation corridor, mediation of arbitration agreement for cleanup of contaminated sediments.  In all cases, assisting all parties in designing and participating in collaborative processes to achieve complex and significant environmental, land use, and transportation goals.
