Professional Biography I have over 30 years of experience in environmental enforcement, arbitration, mediation, dispute resolution, meeting facilitation and policy analysis. I specialize in complex matters that require consideration of legal, regulatory, technical and scientific and policy issues.  Extensive experience as a mediator and facilitator in a variety of complex environmental policy and case settings, including environmental contract disputes, site remediation disputes; allocation negotiations, acid rain legislative development, high-level nuclear waste disposal siting and licensing, asbestos in public and commercial buildings, used oil regulation, hazardous waste capacity assurance planning, and solid waste legislation.  I have conducted surveys regarding use of ADR to build consensus for the New Jersey DEPE and Colorado Center for Energy Management.  I conducted analysis and consensus building on Clean Air Act legislative changes in five areas of the country as the Policy Director for the National Commission on Air Quality.  I have experience in environmental enforcement and policy as a litigation attorney and branch chief at EPA's Office of Enforcement and Policy. Expert on Superfund liability and allocation analysis, having worked on over 100 hazardous waste sites, first as a manager for EPA's Technical Enforcement Support contract and, since 1986, supporting private industry negotiations at Superfund Sites.
