Professional Biography Worked on more than 300 public participation and dispute resolution process. My clients have primarily been government agencies and utility companies. For ten years I was the Principal Investigator for the Army Corps of Engineers Alternative Dispute Resolution Program technical assistance contract. I was the founding President of the International Association for Public Participation, and I am the author of The Public Participation Handbook (Jossey Bass, 2005). I've written more than 50 manuals and guides on public participation, consensus building, working with advisory committees, environmental justice, dispute resolution or partnering for federal agencies. I've also developed numerous training courses for government agencies. The most recent were: Public Involvement and Teaming (Corps of Engineers) and Joint Stewardship Training (DoD). I've also conducted several hundred training programs. A special area of expertise is helping entire agencies convert to the use of public participation/consensus building agency-wide. I've also designed numerous workshops and conferences to get agreements on technically complex isssues.
