Professional Biography As a senior construction manager, I began my mediation experience by providing neutral services for Maine courts on construction disputes.As Director of General Services for the State of Maine, I facilitated a number of highly complex environmental issues associated with my overall construction responsibilities. I have been on American Arbitration Association's commercial panel, construction mediation panel since 1990, a member of CPR's Construction Panel since 2003, and a member of ECR's Transportation Specialist Panel since its inception. Since my organization was charged with responsibility for procurement of all goods and services for the entire state, including contracts for design and construction of all public improvements, as well as development of the statewide budget for capitol improvements and maintenance, we were directly involved in environmental enforcement and permitting, facility siting, floodplain & hazardous waste issues, Native American issues, and public lands issues on a number of significant projects. (During my tenure, we averaged 450 public improvements projects per year). There were six prison facilities among these hundreds of projects that involved major and very complex environmental issues. Each required a great deal of coordination, including the convening of public hearings, often relating to specific environmental compliance issues, or rule-making under the Administrative Procedures Act.Since 1995, I have been working as a
