Position or Title Principal

Professional Biography Bartsch combines his background in conflict resolution with his experience as a facilitator, mediator, and trainer of transportation and public policy conflict. Of particular interest are complex, multi-party environmental decisions involving transportation and resource/regulatory agencies. He is part of a facilitation team for FHWA, conducting regional and state workshops on “Improving Transportation Project Development and Environmental Reviews through Collaborative Problem Solving,” and is an instructor for the NHI course “ Public Involvement in Transportation Decision-Making Process.” He has recently served as a facilitator for a programmatic EIS for the 140-mile I-70 West Corridor in Colorado and a project to coordinate the State Transportation Improvement Plan (STIP) and the USFS Management Plan in Wyoming. He currently serves as Deputy Project Manager for the US 36 Corridor Environmental Impact Statement (EIS) from Denver to Boulder, Colorado. Bartsch also is involved in areas of violent conflict, including capacity building projects in Afghanistan and Pakistan.
