Professional Biography I have served as a mediator, arbitrator, facilitator, neutral evaluater, special master, and designer of ADR processes in a variety of environmental contexts.  I teach environmental litigation and policy at the University of Miami Law School.  I maintain a database of Superfund allocation decisions.  I stay current on the law for the major environmental statutes.  I have extensive litigation experience.  I am  organized and well-prepared, make sure a matter gets the time it deserves, and am comfortable in two party or large multi-party settings.  I have excellent staff to assist me.  I have handled several long-term, multi-party Superfund site allocations where I have conducted the discovery and issued non-binding reports on liability and allocations in matters ranging from $10 million to $110 million.  My role as Special Master overseeing the Everglades Consent Decree is a very public one as I have issued three reports to the district court thus far.  I keep parties focused on problem solving instead of problem expanding and search for efficient, sensible, and oftentimes, creative, solutions.
