Professional Biography Before retiring from FMCS, I was considered the expert on regulatory negotiations, having led reg negs with the Department of Housing and Urban Development, the Equal Employment Opportunity Commission, Center for Medicare Services, the New York State Depoartment of Environment Conservation, as well as other environmental and public policy matters. I have had several articles published on the subject.  In addition, I have taught numerous courses and spoken extensively on ADR, multi party negotiations and mediation.  I have mediated over a 1000 labor disputes and numerous civil matters.  By developing my skill as a mediator, I have learned the application of mediation and ADR skills to a wide variety of issues in which the skill of the mediator (as opposed to subject matter expertise) is the primary concern.  I have learned that the key to settlement is developing ways of empowering parties to making decisions, as opposed to developing a decision for them.
