Professional Biography Ellen Kandell has been President of Alternative Resolutions, LLC since its founding in 1999.  She provides mediation, facilitation, dispute design and training services. With over 30  years of legal experience  in litigation, legislation, regulatory compliance and public policy Ms. Kandell has a practical understanding of  public policy decision making at different levels of government.   In her tenure at  EPA Ms. Kandell worked on issues under Superfund, RCRA, the Endangered Species Act, the Clean Water Act, the Federal Advisory Committee Act and the Administrative and Alternative Dispute Resolution Acts.   She facilitated a policy dialogue for the DHS which resulted in consensus decisions for a proposed Center for Crop  Biosecurity.   She has expertise in business, employment, environmental, public policy and workers compensation cases and has mediated over 400 cases.  As City Solicitor for Philadelphia she prosecuted and defended Clean Air and Solid Waste Disposal Act  violations.  She also arbitrates commercial cases.  She has conducted facilitation training for Maryland’s Department of Natural Resources, served as ombudsman for the Space Telescope Science Institute and is featured on a mediation training DVD produced by Maryland MACRO.  She has conducted basic and advanced negotiation and mediation training for Circuit and Administrative Judges in Maryland and has designed dispute resolution procedures for academic and business organizations.
