Professional Biography As an ADR professional, Dr. Garon has facilitated numerous policy, planning, public involvement, and/or site-specific dialogues for EPA and other federal clients addressing a wide-range of issues, including hazardous waste cleanup, estuary protection, and Clean Air Act requirements.  He has performed public involvement and conflict resolution research, including the first Agency-wide evaluation of EPA’s public involvement practices and the first set of case studies on the use of ADR in EPA enforcement cases; and he has designed and taught a variety of ADR and public involvement training and academic courses.
