Professional Biography I was a superior court judge for almost fifteen years. While a judge, I did settlement conferences on many of my cases. Since I retired in 2003, I have mediated a number of lawsuits involving water rights and water allocation.I have acted as the settlement judge in five complex general stream adjudication cases over the last seventeen years. They have involved substantial federal reserved water rights claims for Indian reservations and Pueblos, National Forests and National Parks. The competing interests included large coal and copper mines, substantial agricultural districts, and cities and towns, as well as individual farmers and ranchers. A number of these cases have resulted in completed settlements which have been approved or are being considered by the U.S. Congress.My experience lies in dealing with large numbers of parties on technical water allocation and quality issues. I am a lawyer and judge by training, and I can best deal with lawsuits, not public policy discussions.
